Go to Settings> iTunes & App Store> Tap your Apple ID and select Sign Out. Wait 10-20 seconds and sign back into your account with your Apple ID. Alternatively, Open Settings > iTunes & App Store. Tap on Apple ID and sign out. Now try and open your App Store. Wait a bit for content to load–be patient.

If you bought the app recently and you no longer want it, you can also request a refund.Same issue, began last night. Verizon iPhone 5, both wifi and cellular (LTE). Resetting all settings didn't help. Did not attempt restore after seeing it didn't help other people. It's funny because my fiancee's App Store on her iPhone 5 works normally.
