I found that by setting Driver Training to long distance first, (all five levels) then change to ADR when complete from there I just went down the list until all the boxes were lit. I have the last 5 of the ADRs, not the first; I'll get it eventually as other skillsets are more valuable. Eco Driver (gas saver) will be last.
